The pace bowler has claimed 309 Test scalps in 71 appearances with an average of 22.10.
Australia's chief selector the selector has confirmed that captain Pat Cummins will play a "major part" in the forthcoming Ashes series.
Rumors had circulated that the veteran bowler might miss the series due to a stress fracture in his back that remained unresolved.
Earlier indications from the Australian camp suggested no final decision had been made regarding whether he would play, with the five-Test series kicking off on the 21st of November in the WACA.
Bailey expressed that the captain is progressing and was "optimistic" about his chances of participating.
"It's clear that time is getting short and there are permutations involved, not just his injury, but further aspects," Bailey remarked.
"The outlook is good. [We are] really confident that he's going to play a major part. With luck from the opening match. If not, we'll reassess."
Previous Setbacks
The captain missed Australia's limited-overs series against India and New Zealand recently after medical tests showed a stress reaction in his back.
There is a track record of back injuries, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of three Australian summers in a limited period.
He emphasized he would be proactive in his approach in his rehabilitation process to secure his spot for the Ashes.
He mentioned that there was no confirmation if the captain had resumed bowling as part of his recovery but conceded it was "pressing" for him to recover fully for the initial match.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will take over the captaincy.
Versatile player Green was recently pulled out from the national team for their ODI contests against the subcontinent side as a safety move because of soreness in his side.
He labeled it as a "small issue and confirmed that he's scheduled to appear in the Sheffield Shield, so will be "ideally positioned to resume bowling."
"Extensive planning has gone into developing the strategy for him to take part for the opening match as an batting and bowling option," he elaborated.
"His involvement was limited to the initial matches in any case. How he handles the cricket bat in white-ball cricket, should it hinder progress for 24 more hours, we just made the decision to approach this more conservatively."
